Are the brushes worn down too far? As they wear the springs tension gets weaker. The brushes can also get stuck inside the channel they slide in. Could also be a buildup of dust etc inside and around the internal fan or commutator, etc.
When a vacuum cleaner smokes, it is usually only one of two possible problems.
It could either be that your motor burned up, or that your belts burned. The belts on this particular model are notorious for breaking, but the fact that your machine doesn't come on at all after this happened, sounds like it may be the motor.
Both of these issues have a unique smelling smoke. If the smoke smelled like an electrical burning smell, this indicates it's your motor. If the smoke smelled more like burning rubber, then it's probably your belts.
If the smoke smelled like burning rubber, here's a video that we've recorded showing step by step how to inspect, trouble shoot, and replace the belts on your vacuum cleaner. If you open it up and the belts are still in tact, then this probably is a more serious problem of the motor burning out.

if its giving off that strong smell then the motor is bad. probably caused by not keeping the filters clean. on any bagless machine one has to clean the entire vacuum after almost every use to keep the unit operating correctly
Be careful. This could be a shorted wire inside where the motor is. If there is sparks , something is exposed and touching. The motor also may be ready to give out. Unless your daring enough to open the whole thing up I would bring it to a shop or replace it.
yes there are replacement parts for your hoover call any athourized hoover dealer and give them your model # usualy the motors are more expensive than the hole machine
The Elite upright may need to have its drive belt checked. Check that the machine roller is still working. Then turn the vacuum off and locate the screws on the floor head by turning the machine over. If you remove a couple of screws the floor head will come off and you can check the belt. Usually old threads and hair can stop the roller bar from moving properly or may have got to the belt. Ensure that it moves freely simply by turning the roller with your hand. If it doesn't then its possible that the roller needs to be cleaned or the belt needs to be replaced. Drive belts are easy to get for most Hoover products; a smoke smell like burning rubber usually indicates the drive belt is about to give up or has simply snapped. Don't ignore your instincts. If you think it smells like a scorching belt, you're probably right.
Check that the pulley the belt is meant to spin is free to turn. If it isn't, find out why and then sort that out.
