Answering machine answers phone but instead of recording message, it says, "This malbox is unable to accept voicemail messages at this time. Goodbye." The answer on/off button is on.
Could it be that you have too many saved voicemail messages? I save all my grandmas VMs because she's getting up their in age and every now and then I actually record them off the VM for safekeeping and then delete them to make room. I use http://www.VoicemailsForever.com
Perhaps your answering machine needs to be set set to accept messages. Maybe your message machine memory is full of messages?

Your machine is set to the announce mode, where it plays an outgoing announcement but does not record incoming messages. You want to switch it to the record mode. Since you declined to specify the model of your VTech system I can't tell you exactly how to do that.
