Try using your SEAGATE Hard Disk on another PC , if it works then you have one of these problems,
1. Your USB Port in your PC (Or Laptop) is broken and you have to get another one*
2. You have a software problem (Try reinstalling your OS or scan for viruses).
3. The USB Cable has a problem (get a new one).
(*) some technician can replace your USB port or fix it, or you can buy a "USB Hub"

Thx for your kind offering to me. I already call my friend to help me here. And he seems already found the solution. The problem was comes from USB cable malfuction, and I think it somehow affect the firmware detection. Gladly he can back up it again with another harddisk, just try to baiting it to make the firmware read. Now I'm still waiting for data recovery only. I'm so sorry that I can't use ur helps now, coz I needed it in hurry. Thx

This is a SATA drive. SATA drives do not have a master/slave setting.
This is simpler than you think!
Install your SATA drive and reboot into the BIOS setup
Go to the Boot drive sequence window
Make any other drive the boot drive
At this point, you can select the SATA drive as the next boot drive, or set the sequence to "No other boot drives"
Re-bhoot .... SATA drive is now the D drive unless you change the drive letter in the disk manager

You will have to send it to a data recovery company in order to retrive the data sounds like the circuit board failed therefore the drive is not receiving power.Usually if this board is good you would hear the drive spin up.

the leads from your motherboard to your hard drive make sure they have a secure connection and are not faulty or just replace them there probably old and faulty
