This tv is about 8 or 9 years old, it's a Mitsubishi, RP. It has worked fine since we've had it, we got it from some friends, but all of a sudden one day the whole picture stopped working and now only picture in picture works. The sound is fine, and the menu will come onto the whole screen. What gives?

You have a bad connector in the lamp. Stop running the TV immediately and contact the company you purchased the lamp from. this is common in older DLP tvs but not in one 5 years old unless you have a lot of hours on it. the connector can crack and arc inside the plug and then melt and smell terrible. It usually very repairable if you can get a ballast for it. the plug is part of the ballast.
HHMMMMMMM. 12 error code is no fault code. This is very old set with a reputation of dumping it's memory setting for no particular reason. The board need is no longer available and if it was requires extensive setup. Very costly to repair. Replace the set. Very old. Tubes probably weakening.
This sounds like one of the 9 volt regulators on the small signal board is going bad, supplying less than 8 volts. I have seen this is several of those sets. The IC needs to be replaced and if you do not have experience in servicing projection TV's then I suggest letting a qualified tech handle it for you.
