I could be off on this one, Ladonna, but it sounds like a mutation of
MS Antivirus,
http://en.wikipedia.org/wiki/MS_Antivirus
A 'scareware rogue anti-virus'.
I ran into a mutation of this 'creature' back in 2005, with my niece's computer.
(As you can read in the article, MS Antivirus has been out for quite some time. It has changed names through the years, or mutated, but is still the same Ol' piece of cr@p)
Administrative privileges were lost. (You, as the owner of the laptop are the Administrator)
No getting into Control Panel, Task Manager, Administrative tasks, and the internet.
Why? MS Antivirus doesn't want you to remove it.
I used the free version of Malwarebytes Anti-Malware, from CNET.com
(Sounds like I am advertising, but I'm not. The program is free, and no junk attached )
I downloaded it to my computer, and burned it to a CD disk. Then installed the CD disk, in my nieces computer's optical drive.
I then installed it, and turned it on.
Pop-up, after pop-up, after pop-up, appeared. So many in fact, that I couldn't see the Malwarebytes screen. Didn't know if it was running, or not.
DO NOT click on the pop-ups. It will just slow Malwarebytes down.
(Some pop-ups have fake Windows 'shields', some are real Windows 'shields'. Clicking on the real ones does no good either! Lol!)
Average time for Malwarebytes to complete, is around 42 minutes, the first time. (Full scan)
Just depends on how large the harddrive is, and how much stuff you have on it.
You aren't done yet.
System Restore also restores those 'virus' files.
You have to turn System Restore off, then run Malwarebytes one more time. Then turn System Restore back on, and create a restore point.
Now you're good to go.
(2012, and she hasn't had a problem yet)
Need guidance in downloading, installing, and running Malwarebytes, post back in a Comment.
I use it everyday.
If you also need guidance in going to System Restore, turning it off, and back on, post in a Comment.
(I also use CCleaner daily. A free registry cleaner. Can guide you with this also)

Ladonna; On the CNET - Malwarebytes page, and under the bold black heading - Malwarebytes Anti-Malware, click on Download Now, in the green rectangle. (Has CNET Secure Download under Download Now) Wait a couple of seconds, and a small window will come up on the right; Opening mbam-setup - 1.62.0.1300.exe Click on Save File. A small window will come up on the left. At the top of this small window tells you where the file will download to. Already did this, and can't find where the file is? It's okay. Download Malwarebytes again. After the following, you will be able to find out where the first one went, and delete it. The following is based on Windows XP. If you have a different operating system, please state back in a Comment. After you click on Save File, another small window will come up on the left. At the top of this small window tells you where the file will download to. It may have Desktop, or My Documents, or Downloads, in the wording. DESKTOP: The file will be on your desktop screen. My Documents: Click on Start, then My Documents. Downloads: Click on Start, then on My Documents. DOUBLE-click on Downloads. Now put a fresh CD disk in your optical drive. (CD/DVD drive) Right-click on the file name. (mbam-setup-1.62.0.1300.exe) Now in the drop down list, click on Copy.
Also; The computer you are using to download Malwarebytes, may have an anti-virus that will not let it download. If this is the case you will have to go to your anti-virus, and set it so the Malwarebytes file can download.

SOURCE: Dell latitude E4300 wont connect to internet
Recently I purchased an Vostro 1310 for my mother as her Inspiron 1100 was dying; I installed all the drivers everything was peachy but frustratingly enoguh I could not connect to our home modem -
I alleviated this issue by taking it off obtain ip address automatically.
Then I put the following data in
IP 10.0.0.3
Subnet 255.255.255.0
Gateway 10.0.0.138
DNS preffered 10.0.0.138
Alternate Blank
I had to assign the laptop an IP as you can see and point it in the right direction which was to my modem. So all you need to do is find his modems default path and it should be sweet.
After I applied these changes it had no issues connecting - It might be a conflict of ip assigning on the network.
Before you rate get back to me if it didn't work - I want to help you solve this issue and get a Fix Ya! rating ;)

SOURCE: IP address Problem with Dell Studio 1525
Most probably its the problem with the autonet ip address where the computer picks a bad ip address. If your internet service provider has DHCP enabled you cannot put the manual IP address. If its a new problem try system restore, uninstalling and reinstalling networkdrivers. resetting winsock.(search google)
SOURCE: Wireless connection keeps failing
I have a similar problem with my Linksys G router. It is putting out a weird ip address through DHCP. While this does not fix the problem, setting up a static ip eliminates it for now. If I ever find out the cause, I will post it.

I am still tring to make a cd form website to install into the laptop. I appreciate this help and want you to know I am going to try it as soon as I can format and copy a disc. I am not computer savy at all.
Thank you I was able to make the cd. I placed in in the lap top the program was on the disc. I right clicked run as. the admin window came up. I clicked ok. I received Error set up was unable to create the directory "C\Documents and Settings\Nameof person logged in\isAIVOH.tmp Error5:Access is denied. i do have Norton on the account. The laptop was online before an error came up on the software for the kodak camcorder. Arcsoft Media impression for Kodak can not be removed from the control panel. get error The InstallSheild Engine(iKernel.exe) could not be launched. No such interface supported
Should be able to put the disk in the optical drive, close the optical drive tray; Go to My Computer, or Computer, and click on it. Then double-click on the driver letter that corresponds with the optical drive. [ (D:) Drive? E: Drive? ] Also has mbam-setup-....... It would seem Norton is blocking it, or the route you took isn't working, because you do not have administrative priviledges. Norton? Maybe it is blocking Malwarebytes setup. Reinstall ArcSoft Media impression from ArcSoft website. I also think you should use CCleaner. A registry cleaner. (Free)
