My scroll bar keeps in going down and my touchpad didn't function
My volume control kept going to the bottom and muting and scrolling pages was impossible. Kept running to the bottom as well so I read and read and tried and tried. In the end the solution for me was simple. The center button on my wireless mouse was stuck. I pushed on the center button, something went pop unsticking it and everything works. Play with your mouse or replace it.

you can activate this by
1. going to the control panel on your vista machine, make sure you are in classic view
(2) double click the mouse icon.
(3) From here you will select the "Device Settings" tab,
(4) make sure your Synaptic Pointing device is highlighted and then click the settings button located directly below the "port" column, this will bring up properties for this device.
(5) With all categories in the left hand column collapsed, select "Virtual Scrolling" here is where you will find the box that needs to be checked to enable vertical and/or horizontal scrolling.
(6) make sure the "Enable Vertical Scrolling" box is checked.
(7) don't forget to hit apply!
I hope this helped some people. I am using a HP dv7 so your menu may look a little different. Happy holidays.
SOURCE: Scroll Function Doesn't Work
Just a followup to my June 27th post: I always use a mouse. The last two times the scrolling problem occurred, I tried using the touchpad to move the cursor to the scroll bar, then clicking the touchpad button as if selecting that position--and the scrolling problem disappeared for that session. I didn't have to reboot.

I would go to this link and select your device and download the driver/software for your device. Try to reinstall the driver/software.

Note:
Fn-F9 is a hot key combination that will enable/disable the touchpad.

This can be set to scroll for you as it is a simple setting in the mouse control panel.
Go to your start menu and open Control panel, select classic view in the top left corner if there are less than 20 icons(pictures) in the menu. Now double click on the mouse icon. Click on the advanced tab. then select your synaptec device in the list and click the properties button below.
There are several options on the menu, one will say "Virtual Scrolling"
Check the box beside Vertical Scrollong and then click OK on this window and the mouse window.
Close the control panel and you're on your way.
I hope this helps Fixya,
Chris
