There is a vent at the back of the machine near the top that is covered by a small round white plastic cross pattern. Inside of the machine there is a black flexible hose that attaches to the vent from the top of the outer tub. inside of the tub attachment point is supposed to be a light blue plastic valve that looks like an old style army helmet on a peg. The peg fits into a flange in the opening on the outer tub. If this valve is missing water will escape from the vent on the back of the machine.
Another likely point of water leak is a loose inlet hose or missing washer on the inlet hose.

Surely not during 'Rinse' cycle? That just adds water and gently tumbles to get the soap out and complete the washing by further agitating the clothes. You must mean during spinning and much depends on if it is a front loader, or a top loader. For both, machine not level front to back and left to right and / or not sitting firmly on all 4 feet.

A front loader only uses a very small amt of water. That's the point of front loaders. Make sure u only use a very small amt of detergent also. And use white vinegar in place of fabric softener. If washer is slow to fill you can check the filters in the supply lines. Take the water lines off the back of the washer and check the filters in the washer
No water that high. But you may have an extra water button that allows you to add slightly more water to each wash load. Water should be just above bottom of inside drum in the back of the drum as it rotates
The LG error code OE simply means "the pump is blocked". Presumably the water isn't being emptied properly. As with all error codes it is possible that there is a cause other than the exact description in the error code explanation - but basically this error means as far as the washing machine is concerned it thinks the water isn't pumping out. A pump, or filter blockage is the most common cause but it could be caused by other faults such as a faulty pump, or even a blockage in the drain hose or somewhere else in the system etc.
Make sure the unit is tilted downward at the back. About 1" lower than the front is good. Even with a drain, the water will pool inside if it doesn't have a slope for drainage.
