Check the rating plate on the ac; the rating plate may be on the back, bottom, just inside the front grille on the ac. It probably has to much current draw for the electrical circuit that it is on. There also may be other electrical devices that are on that same circuit and all of those devices together are to much for that circuit. Check the fuse or circuit breaker that it is tripping/blowing and compare that to all the devices that go off when the ac trips the circuit. Place the ac on another circuit by itself of remove some things from the other circuit that it is already on so that it does not draw to much current. The circuit that it is on now is probably just 15 or 20 amps. That 15 or 20 amp circuit has to run all the devices that are on that circuit. Some ac can draw that much current alone depending on how many btu's it is. Unplug everything from that circuit except the ac and see if it will then start up and if it does that just means that to many things are on the circuit. If the ac still does not start up and run, then the ac itself may have a problem.
