What you need to know is there enough fuel going to the regulator. It should be 7 to 11 inches Water Column. If not your problem may be not enough fuel. That includes when the heater in your house kicks on and what ever gas appliance you may have. Once you verify that you need to figure out if you have the proper pressure coming out of the regular on the inside of the generator. Next I would look at compression of the cylinders. It may need new piston rings.

I have a 11rmy LP, it will start and run from 5 seconds up to 1 minute. I changed the regulator, electronic governor, diodes, filters and plugs. This unit is 9 years with only 150 hrs.
No matter what you shouldn't hold the governor arm or the throttle to prevent the governor from working, you could do serious damage to the engine in a very short time. I'm not as familiar with your generator as I am others, can you tell me if you have and electronic governor or a mechanical one? Also am I correct in thinking that this is an LP fueled generator? If you've got LP fuel you could very easily be having issues related to fuel pressure and/or delivery volume - this is especially true in cold places :-)
Hope this helps,
Carl
