SOURCE: my camera hp photosmart e217 turns on with well charged batteries

I had a similar problem with my HP R837. Maybe this will work. It seems to have worked for me, at least for the time being:

Fully charged battery reads as a dead battery in camera.

hi,
it could be a software problem. if the camera doesn't get the battery's information this will occur the center terminal of the battery must be clean, similarly the contact inside the camera.
if it works for a little while, try to reset to default manner.

Dead battery- won't take a charge- it just blinks amber.Do I need a new battery for my Samsung 5x?

Sounds indeed like the battery is dead. You could try checking it with a volt meter. If the volt meter says it is fully charged then you have a problem with the camera instead

Can not run netbook off battery even though battery shows fully charged' When charger is removed netboook will not turn on

Make sure the battery is fully inserted and clicks in to the netbook body. Your battery may also be showing that it's charged but is actually dead. Try a new battery and see if it solves your problem.

I have a Sanyo Xacti VPC-E60 EX Digital Camera.

If the recharageable battery is more than 3 - 4 years old then the battery could be worn out.Rechargeable batteries have a finite number of charge and discharge cycles andwill lose their charge capacity over time, i.e. won't charge to 100% andgradually the charge reduces until the battery won't charge up at all. OR Thebattery shows a 100% charge but when the adapter is disconnected the batterydrops off to zero capacity in a very short time. If the battery drops to anunacceptable charge level then the battery needs to be replaced.

Camera shows battery dead. battery is fully charged. opened battery dor and battery ok. added lens and battery shown as needing charge.

You probably have a faulty battery or charger. If you know someone with the same camera try swapping batteries. If not a new battery sounds like your next move.
Good Luck

How can I tell if my battery is dead?

Very often the battery is "not" at fault. The inner contacts within the battery compartment need to be cleaned. Take a cotton swab and "dampen" it with rubbing alcohol and clean those contacts. Also clean the contacts on the battery and the charger, if so equipt. This should solve your problem. Regarding the battery status, the battery icon will show as the charge depleats and so on, if you see no battery icon, than the battery is fully charged. Some cams show the fully charged icon also. Thank you, Dana

Dead batteries when fully charged

Does it work with "no batteries" - only plugged into power source? check your usb cable by trying to power up something else.
