Question about Activision Call of Duty Black Ops
Black Ops is very finnicky about their matchmaking servers. First you need to make sure that your router is set to an open NAT type. Type 3 is kind of restricted, but will let you join most games. Hope this helps. Good Luck.

if you are using a wireless connection the signal may be to weak. if not you can try deleting your game and save data. you will lose any single player saves you will also have to re download any map packs you purchased. the game should also do an update when you load again after deleting the game and save.

SOURCE: Unable to download game settings
Try disabling the media server connection in network settings. If that doesnt work then power cycle your modem and router for a couple minutes.
