Assuming you are not connected to a network say at the office.
This looks like the BIOS password has been set. This is done by launching the BIOS setup and then enabling the system password feature.
Most systems you can press F2 to get into the BIOS or system setup at the moment you see the Dell logo. (This access key may also be displayed on the logo page, if it is not F2).

No, factory shipped computers are made so that they cannot be OC'd because this would void the warranty and be a nightmare for a companies HR department when people ruin their computers and demand that they be compensated.
If you are doing anything that would require overclocking I suggest you build a cheap computer for $400 - 600 in order to experiment.
