Have you checked the drive belt on the pet head? Mine comes apart and a thin belt is driven by the propellers which in turn drive the brush head via the drive belt. To check turn propeller and see if brush head rotates if not belt missing broken / jammed
Check that no strings or other debris is clogging the brush wheels. If it isnt that check that the belt isnt broken connecting the brush to the motor. If that is ok, most likely the motor is blown and not turning the belt.
You already said it, so check the carbon brushes. Once it is no longer able to push the rotor or stator it need to be replace. Carbon brushes are customized at the machine shop, so you should bring it so that you have a sample of the brushes itself. Just be observant when disassembling the motor so that you put it back to exact place. Thanks for asking.
If you've got suction, but the brushes and belt are not rotating, then either the belt has come off the motor shaft, or the belt is broken and just looks OK.
Remove the bottom cover off the floor head and check that the brush roller turns freely. If it does, then check the belt.

if you have cleaned all the filters, there are two you need to wash and the hepa on the back may need to be changed, but the hose is probablly clogged. You can usually remove the hose ( twist it where the hose connects to the machine ) and use a broom stick to try and push the clog out.
you still have a clog in there something is keeping the brushes from spinning. Be sure to remove any hair/string etc twisted around the brushes. Make sure the belt hasn't slipped off the metal pin behind the brushes, this is what creates the rotation. The brushes have a hard plastic molding on each end that fit into the sides of the vacuum. Make sure you have these on the right way or they will strip out and you have to replace the housing and the brushes. Have you cleared any blockages from the feed behind the brushes? Be sure to take the hose and extend it out and run a broom handle or something down it to be sure you do not have something lodged in there. Good luck .. if you need more detail post back. These can be rebuilt if needed, hopefully it is just something lodged further down the suction canal.
Are you saying that the motor runs but there is no brush rotation ? If yes then firstly switch machine on then when you pull handle back as if to vacuum the carpet the clutch drive dial must turn to (drive, start, on,) position if it is stuck on (park, off. Stop, p,) position rotate it to drive etc as you pull handle back providing the clutch & both drive belts are ok the brush will spin. The clutch drive dial knob is situated looking from the front of machine lower left hand side approx 50mm or 2” in diameter. Please do this test & let me know results Regards Chris..
there is a washer type of deal that goes between the water container and the vacuum. if it isnt there , ther is no suction.
