I have an F1DA108T that the video is washing out. NOT the streaking that many have posted about. I too am sure that it is not a freq or cabling issue. The same issue occurs with different monitors and cabling. Is this also a symptom of the capacitor issue.

Ok this is not a easy fix. The replacement port connectors are easy to get and cheap $4-$10. How ever they require that you are able to take apart the tablet unsolder the old port and then solder in the new one.

If you search for "dell streak charging port repair service" you may find one closer or cheaper. It is possible that you can find a good board by searching for streak repair parts.
Make sure you know what replacement costs are for the unit. On some of these repairs you can come close to spending what you would for a new unit. So be careful about that.
I read post after post about this very same problem, it is caused by a failure of the bearing that the tub rides on, this causes the grease seal to leak and then the streaks which are grease stains from the rear bearing
One thing you could try is unplugging and replugging the video cable from the monitor and from the computer, I have often found that fixes a blurry monitor.
1) Are you allowed to be on the Freq?
1a) if no, BUY A SCANNER!!! Having a transmitter on a law enforcement freq without permission/license WILL get you arrested
1b) If yes, take it to the radio shop for the PD and have them program it for you
2) Are they transmitting with digital encryption?
2a) If yes, you wont hear them
2b) if no, are you sure you have the right freq programmed, dont have the wrong PL installed, etc.
3) Is your radio within the freq range they are on?
3a) if no, get a SCANNER if you just want to listen.
3b) if yes, see #2 above
If you just want to listen to the cop shop and are NOT a law enforcement officer (based on you posting here I suspect you are not) then do yourself a favor and BUY A SCANNER..
I have noticed this same problem and wonder if it because my FP washer wasn't draining properly and dirty water couldn't get out. See my post on "eco smart won't drain, smells hot". I found one of my husband's socks when I removed the black motor/white plastic housing on bottom of washer. tip washer back and you'll see this electric motor. My post tells how to remove it. then you can look into that small space and see if there is something plugging it.
I am waiting on my replacemt motor, and hoping all the dirty streaks are gone. the water I drained out after i removed the sock was really grimy and gritty with dirt. I'm sure the sock has been holding a lot of junk in the bottom of the tub and it would end up on clothes during spin cycle. My issue has been going on for a few weeks and then the motor finally smoked which led to the sock discovery!
Horizontal lines that look like streaks or smears, you need consider:
1) video card memory error cause it if the display memory on the video card
2) check RAM (clean pins and slot pin)
3) monitor power on without cable to see the menu display, it is ok if no streak, need to clean monitor cable plug.
gets white horizontal streaks for a split second, then back to no picture.
i think sound will be alright.
while horizontal streaks are called retace lines & is due to video section failure.
please call skilled tech to fix it
it is not a major problem & can be rectified.
at your place without replacing much parts.
your tube is ok.
