Hopefully you still the VCR. Your's is stuck in "CHILDLOCK" mode. To release the lock you have to have the remote and press the DISPLAY for 8 to 10 seconds.
The purpose of the CHILDLOCK is to prevent others from using your VCR. If you want to set the VCR back on Lock you again press the DISPLAY for 8 to 10 seconds.
This solution is from the owner manual for HS-U448, so I figure your model is the same.

Try cleaning the heads with Servisol Video 40. It's best to take the top cover off and give it a good clean. Use cotton buds, spray and wipe anywhere the tape comes into contact with. If that doesn't cure it you might have a worn video head.
I just use good old 3 in 1 oil, however you are going to have a hard
time getting it down into the head cylinder bearings, and it is
doubtful it will do much on a whine problem.
