You will have to download the whole program from HP.
Here is the website -

These are 300 mb and once you have them save them to desktop, or to the hardrive in a temp file. Run it and it will re-install the program.
What probably happened is you loaded a program which overwrote something in one of the files, or you removed a program that took something important with it. Believe me it happens all the time, so don't feel bad.

You are right about the windows installer, yes it could cause this issue, but let's make sure it could be re-installed/re-updated or not.
First of all, uninstall/Remove all Hp softwares and drivers from your computer.
You can use this utility to completely uninstall (Click Here).
Have you tried updating the Windows? If not, do so and check whether Windows Installer is included in the Available Updates or not. You can run the Windows Update from Internet Explorer. Open Internet Explorer, click "Tools" and then "Windows Update", follow the instructions on the page and select "custom" in other words, don't select "express".
If you don't see any Windows Installer in the updates lists, download this and install (Click Here). [I hope you xp sp3 is 32-bit version], download and install the Windows Installer.
Now download the HP software and Printer Driver from here. Open the link, download both the drivers and install. After that restart your computer, download the "Updates" and install it.
Also, download and install the "Hp Print Diagnostic utility" [All these are on the download page], click the download sub-sections to expand and download them.
Hopefully, everything should go without any problem.
Once everything is installed, restart your computer.
If you need further help, let me know.
Good Luck.
