I think I have to reinstall windows because whenever I start my laptop a blank screen appears with a blinking underscore in the corner and no matter what settings I change it doesn't work; plus whenever I try to hold down 0 before and after I press the power button or hit f8 nothing happens; I don't care about the history but I have important documents on there

You have to download video and audio codecs for that matter. Go to this link:
http://www.free-codecs.com/XP_Codec_Pack_download.htm
Download it. When a box appears, Click Run button.

i guess ur using a licensed and updated antivirus (i prefer avg/kaspersky)..!!
this is a common problem now days, probably itz caused by a virus/trojan..
download microsoft kb890830, install n run
also possibilities of:
u may not hv java runtime/adobe flash player/shockwave player installed..
the windows firewall is limiting the site..
may b ur antivirus is doing so..
some spyware/trojan horse also may play foul..
sometime it also depends upon the browser u r using..
may
b it is black-listed or restricted by using 'content advisor' (in case
of internet explorer) in ur computer by some user or the above..
may b it is being filtered by the 'phishing filter'..
there may b possibilities that the site may contain 'active content'....

Here is my advice : Just go to www.microsoft.com and download internet
explorer again and install it , then reboot your system . I'm sure that
this will solve the problem . any way , why don't you try other
internet communication softwares like ( firefox or google chrome) those
both are great also . I advice you to have more than one internet
communication software . I already have three just in case if one of
them is corrupted . I have ( Internet explorer and firefox and google
chrome ) . just try the idea and you'll be satisfied with the result .
good luck .

it's not a history problem it's a booting problem. My laptop won't even start.
