1) slide flat washer on bolt
2) slide spring washer on
3) thread nut on.

need more info spring and washer don't tell me anything.do you have all the parts.i think your talking about the spring washer that keeps the brush roller from locking up.if thats what your talking about remove the bearing cap off the end of the roller brush.lay it inside the roller concave ppart of the washer down put the cap back on.if both washers came out of thesame side put the spring washer in first then the flat washer
1. install round washer first flat side facing you.
2. round plastic washer next flat side facing the washer.
3. next step blade.
4. next step square plastic washer label facing you.
5. then the square metal washer, make it flash with the shaft flat side.
6. tighten nut by hand at first then use impact tool if you have.
