Installation During sign in Skype can not connect. It tells that Skype has to be on the Exception list. But it is already on it.

If you have not signed up for Skype yet:
You need to sign-up for Skype before starting using it. For this, download latest version of Skype application from the following link:

Once you have downloaded the application, click on the application icon and sign up by following on-screen instructions. During the sign-up process, you will be prompted to enter a user-id and password of your choice. So enter the one that you prefer and can easily remember. Note down this user-id and password for future references once you have successfully signed-up.

If you have downloaded and signed-up on Skype already:
1. Click on Skype icon in your system.
2. You will be prompted to enter your Skype user-id and password. So enter your login credentials.
3. Now click on "Sign In".

You will get instantly signed in to your Skype account.

Uninstall and reinstall skype and also if you have a firewall you may have to add skype to the firewall exception list

Launch the Logitech QuickCam or Webcam software on your computer. Verify that you see yourself Logitech Webcam software window. Close the software window. Sign in to Skype. Click the "Tools" menu and select "Options." Click "Video Settings," check the "Enable Skype Video" and "Start my video automatically when I am in a call" boxes. Select your Logitech QuickCam from the drop-down list. Your webcam should display video in the window. Did you try uninstalling your Skype? Maybe your Skype version is an old one (recently they launched the new version). Also, if you Skype tried to update automatically and was interrupted it can cause issues.
My suggestion is to uninstall your Skype using Revo Uninstaller, then go to official Skype website and download the latest version which you will install. They try if it works.
Other thing that might be causing the problem is your camera. Please, go to your Skype now, choose tools>options>video settings and see if Skype recognizes your cam (it will appear in drop down window). If your cam is not listed let me know to find you a solution, but first try uninstalling Skype.
I would also like you to tell me the error message you get.

2. If you are using a different firewall, click Start > All Programs and select your firewall. Make sure that exceptions are allowed. If Skype is listed in the Exceptions tab, remove it.
3. Sign in to Skype. When prompted, select Yes to allow Skype to connect to the internet.

• Ensure that Skype is able to use port 80 and 443 as alternatives for incoming connections.

when you install skype you will have the options to join make/id or if already a member to sign in
an Id must consist of letters and numbers just one number will do the Id must be unique skype will automatically search to see if your Id you have made is available eg: loosey9

then
open skype go to tools from the drop down list select options scroll to audio settings also video settings you can see the webcam there you can even take a snapsot also make sure your settings are correct for a video call
in the audio settings make sure the microphone is using the same as your computers audio
you can make a free test call if you cant get the microphone to work you can select learn about setting up your audio equipment also
click start control panel sounds and audio devices audio and also voice it

so your cam is opening but not connecting..

there is two reasons

one is that your internet connection is slow...try to connect again...

two skype is the problem...recently i keep receiving comments and questions the same of your problem..

i've read some articles and post in the internet and find out that there is a problem in skpe..

This is may be because your firewall is blocking skype connections!
Go to Control Panel then open Windows Firewall, Just click on the exception tab and try to see if you can locate skype there! If not browse to add skype.exe in the exception list!
