Make sure radiator and or condensor fins are not restricted with dirt , bugs etc. poor airflow across the condensor. high side pressure could rise too high causing compressor to cycle off and on and not cool the freon properly.not sure what you mean when you say you play with the relay and it comes on. compressor or the fan? pull the relay and look at the female pins and make sure they are not spread open too wide. is the check engine lamp on? sometimes computers will disable ac for some other faults. im not sure if you mean the compressor is turning off and staying off, or just not cooling well due to fan problem. if its turning off it could be a control head problem or the pcm disabling it for another reason. or if you are manipulating the relay then compressor kicks on you may have a bad relay. hope this helps

You may have a bad relay on the fan switch or the temp sensor is bad. Not reading the temp. Fan is activated by temperature reaching a set level. It is also set up to turn on when you turn on the AC or defrost.
If the fan is working for AC, then you have a bad senser or reley

Hi Mark, I've just had the same problem with my 2007 Sante Fe. After replacing water pump, radiator, thermostat, etc, turns out it was the cylinder head gasket. No water in oil, but engine pressurises the water system, blowing water out the overflow. Cheers

2003 hyundai sante fe leaking refrigerant. Where do I start

Get a leak detection kit from your local auto parts store. It's basically regular refrigerant with a dye added to aid in leak detection. When adding the leak detector, turn the truck on and the AC on HIGH. Add the leak detector and look for purple spots along the AC lines and compressor. Once found, you can make the repair but will have to completely evacuate the system prior to recharging with refrigerant. If no leak can be found, add refrigerant a 1lb can at a time until you get cold air from the vents.

Radiator fan not turning on time

Check the rad fan fuse or the relay under the hood.
Is the temp going too high? Check and make sure you are not low on rad fluid (engine cool). An air pocket where the fan temp sensor on the rad is located will not activate the sensor.

Failing that, check the rad temp sensor which activates the fan. If this sensor does not close at high temp...the fan won't work.

A/C just quit working. No cold air.

there are few problem with the A/C cooling system better check for A/C unit fuse weather it is blown or in good condition, check for the proper working of A/C condencer unit fan motor assembly for proper working, check for weather their is no lick of gas any where in the entire A/C unit complete system or more problem better consult or take the vehicle to nearest Hyundai authorised workshop or better take it to a well knon or experiencied person who had done this sort of problematic work.

Heater problem

is your heater set on defrost this will cause your engine fan to run because it turns on the compressor for air conditioner this helps to extract moisture from your warm air defrost  and the fan in the engine compartment helps keep it the engine cool from the extra load on the engine this is normal
