Freezer set at 0 degrees, but runs at 19 degrees. Ice Cream melting...

Our Side by Side GE Freezer (Arctica) is running warm on the freezer side - even though we have the thermostat set at 0 (zero degrees). The temp reads 19 degrees and we can't figure out why. Fridge, for the most part, works fine.

Temp in freezer and fridge too warm at times. Set at 0 and 37 degrees respectively. Sometimes temps are right on, other times Freezer temp says 10 (even though ice cream is melting) and fridge will either be at set temp or 6-8 degrees above that?????

Freezer temp does not stay at zero. It keeps decreasing and increasing but not above 0.
