There is no suction. It makes a strange noise and there is a smell of burning rubber. I don't have the manual. Do cylinders have belts ?
SOURCE: Vacuum smells like burning rubber
Usually when my vacuum smells like burning rubber, the belt needs to be changed and that is very easy to do. You just need to remove the the screws that hold in the rotator and put in a new belt. When the belt needs to be changed the vacuum will not pick up anything and this could make it seem like there is no suction. I hope this helps!

I would suggest you invert the vacuum and remove the plate covering the spinning brush assembly. You should check the belt located on one side of the spinner brush to see if it is worn or broken. Also remove anything wrapped around the brush that could be affecting it. Ensure the brush is free to rotate and seated correctly. If the belt is worn or broken, or the spinner brush is unable to spin, replacements are available from a licenced repair facility. I hope it helps! Good Luck!

the belt is on the bottom right (looking at it from the front). the Eureka website does have the manual for download, http://www.eureka.com/service/manuals/80244.pdf
With the vacuum flattened (straightened) out, turn it over and remove the back roller cover, (2 screws) once off, the roller should just pop out on the opposite side (opposite from the belt). Don't forget to turn the roller to center the belt once you have it on.

Burning rubber smell means the brush belt need attention. Make sure the brush is turning freely and replace the belt

I have the same vacuum. The burning smell is letting you know that your belt is either broken or about to break. I have had mine for a year and have had to replace the belt 5 times. Now I have to replace the brush roller 'cause it broke under normal use. My next vacuum will be a Dyson Ball.
