First step, do you have an ACTIVE subscription plan to xbox live GOLD? An xbox live gold account isn't free, it has to be renewed when your subscription plan expires. Make sure you check this out first and foremost.
Second step, did you log in with the proper user ? An xbox live gold account is linked to ONE xbox user account. Make sure you have logged in with the proper account on the xbox, the one that has an active paid subscription to xbox live gold.

You receive this error when a secondary account in a Gold Family Pack subscription tries to add a credit card or buy Microsoft Points. Secondary accounts cannot add credit cards to or make purchases with cards over Xbox LIVE. The primary account can add a credit card and transfer points to the secondary account. contact Microsoft about the issue it seems you used a stolen card or transaction was returned to issuer and they blocked your account.
Only Microsoft can solve this.

contact the micrososft help www.xbox360.com tell them you have been hacked they will look into it and return your account
