If it's intermittent it could be the red drive on the control board, but if it's constant it's probably the red gun failed. I would try the monitor on a diffrent system just to be sure but it's probably time for a new monitor.

Unfortunately, this is not a fixable problem. Samsung CRT monitors are well known for losing color; they have defective cathode ray tubes. I recommend that you buy an lcd screen. sorry if that wasn't what you wanted to hear! don't forget to rate
First of all go for monitor self test. disconnect your monitor cable from the back of ur CPU and turn on ur monitor, if you see some colour(red, blue, green etc) boxes in any shape
that means your monitor is fine, make sure colours are not hazy. If this succeeds that check the pins of the monitor connector, make sure pins are not bent or broken. Just Give it a try ... Cheers!!
your problem is in blue color cathode circuit.
as you say that it becomes ok tha5t means
1 cable wire is loose from computer to monitor.
2 crt base loose.
3 loose contact in blue video ckt.
4 signal processor cable to crt board connector loose.(blue wire)
