15 years old today, relic it is. that old. page 16 in the manual,quoted "Possible system board resource and/or system board hardware failure".
If you have DRAC that is first to look there. that tells you to strip the PC down, means there is a bad module on the mobo.
start by remove the extra video card.
if present
and all jumper clips not set wrong on mobo.
and good PSU all ram out and test them 1 by 1 in bank 0 slot as the manual directs you to do for 1 stick of ram. are you running 2 processors? unstated. do you have riser board, and if yes, anything there., are you using RAID cards? control panel jacks plugged in wrong or missing? that RTC coin cell is no good this old. replace that first. (always wise after 6 years age) all fans work, does the drac card (web page on it) show no errors? for fan or power? or no DRAC? or this BMC remote card fitted? the real questions are how is this server configured, what is inside what options all. only then can be get a grip on causes. on all Dell server best is to see if BMC/DRAC show errors. Remote login see the error logs if that is dead, then you have gross hardware failures. start pulling modules inside to clear faults first. good luck , and sorry so late.

diagnosis is:
fans all run?
Drac/BMC remote login show log errors?
your 4 LED say there are interrupt conflicts, I think,
tell all things inside your server (upgrades etc)
ever upgrade bios firmware first? this is first.
I upgraded mine with freedos usb boot, stick, safe.
The old generations (even my g11) do not support
online updates now, (dell shut that down) (your LSM , life cycle management features) G12 up. yes.
but we do that manually, for sure yours.
BIOS A03 is 07 Jul 2012 last one.
