To connect to an external display you need to utilise the VGA port on your laptop. This is the blue 15 pin slot. Usually when you connect the external display, be it a PC monitor or whatever, the laptop senses that the VGA is being used and allows the picture through.
You may try messing with the settings on the monitor. The menu buttons are usually on the front. Try to find something that deals with the color tones of the monitor. If messing with these settings doesn't fix your problem, then unfortunately, it is probably time to throw it out.
Usually it's not the monitor but the video card when it comes to color configuration. You need to ensure the proper driver is installed on your system for the video card or go to device manager and delete the video card and reboot to have windows find it again.
It could be a simple right-click on the desktop to display properties and change the color as well as resolution.
