If your mouse manufacturer does not supply a driver for Vista you are pretty much out of luck for now. Vista is radically different from previous Windows operating systems and some hardware manufacturers are having a hard time adapting to it. If you have to have the mouse I would suggest you switch back to Windows XP till working drivers are released.

Try pressing Connect on the receiver, then when the light is flashing, press Connect on the mouse. The light should stop flashing and the mouse should be usable. If it's not, check that you have the Dynex mouse driver installed.
With most Laptops, Touchpad (or mouse) issues are caused by the driver especially if the operating system was recently upgraded or new application installed: I suggest that you re-install the Touchpad/Mouse driver specific to your Laptop and Operating system: a drivers CD/DVD normally comes with your Laptop or download it from Dell web site.
Depending on the O/S, you could as a first step, delete the driver from Control Panel/Systems, Reboot and let the O/S either re- install the existing driver automatically or prompt you for the correct driver.

No need to disable the touchpad they should both work at the same time. Have you tried both the mice on another PC?. The first mouse should have the correct software already installed but you will most probably need to install software for the microsoft mouse. I hope you have tried resetting by hitting the button on the receiver then while its flashing the button on bottom of the mouse? If all this fails do have any other USB devices you can test on laptop?......good luck
Usually a mouse is all plug and play, once you put it in you can use it immediately. If its a wireless mouse you have to install a driver(cd allong with the mouse when you bought it) if its not supported by your Operating System.
try to plug it into another USB port, then let the system read the device for a while (around 10 mins). if still not working, you can test your new VX mouse into different laptop just to make sure it is not defective,.
