I am getting horrible download speeds on my PC ( Windows xp), with my TP-LINK TL-WN353GD card. I have tested other computers at the same spot as mine, and they have a download speed that stays above 10...

Check virus protection and update nice card drivers.
Also wireless settings or wired settings. If wired change cables.
Also uninstall and reinstall network device.

54 mbps PCI Adapter Card limits my connection to 2 mbps

Wi if is the slowest form of connection and is shared with other devices. If you want good bandwidth you need to connect via ethernet cable directly to the router.
Examlpe... wi if 4 meg shared, Ethernet 100 meg..

The pci ethernet card tp-link is crashing the startup process with windows 2000 and damages the boot files

Try and replace the ethernet card or try and start it up without the ethernet card present. If it works you know its sucessful then the Card is faulty
