Hi its Darran at Dyson.
Although strange, I believe we have a solution. It sounds as though the cleaner head hose is blocked. When the machine is running the suction will be pulling against the bloskage causingt he hose to contract and prevent it from swivelling the left. When switched off there is no resistance in the cleaner head hose which is why it moves normally.
You simply need to check and clear the blockage from the cleaner head hose and this should resolve the problem.
Details on the blockage procedure can be found on our website at www.dyson.co.uk/support. From the Support section homepage, click on "My machine is not working", pick you machine and follow the diagnostics for my machine is not picking up correctly.

Same problem but all fuses etc ok I found that there are two wires that move with the head,orange & white located in the left hand bottom panel(side of vacume). they had broken bought some conectors from maplin & all fine now.

wires. There have been several people who reported loose or burnt wires to be the culprit for the brush bar not working. The DC15 does not use a belt, but a motor that is control by the circuit board.

And I really believe that in your instance, the problem is a loose wire between the circuit board and the brush motor.
