There are two types of reformatting you can try Soft Format and Hard format.
Please see below instructions:
Press *# 7370 # Soft format: If the Handy (only telephone memory) formats, puts back the attitudes (see * to # 7780 #) and implements a software RESET. (however still another inquiry comes before.)
NOTE! If the Akku to 75% are loaded at least, Akku do not only accomplish during the procedure under any circumstances remove! The procedure takes some minutes (approx. 3-4), is absolutely waiting!
This is "only" a soft format... Hard format with "green, 3, *"... see below.
Hard format
Green call button, *, 3 Hard format: If the Handy (only telephone memory) formats, puts back the attitudes (see * to # 7780 #) and implements a RESET. Also known as the "3-fingered salute".

power cycle. if same issue, remove the simcard and the battery, after 2 mins, insert it again. if same issue perform soft reset *#7780*. if still the same perform hard reset: *#7370* default is 12345. back up 1st data/files before doing the hard reset. your issue will be resolved.
Are you trying to do a hard reset on your phone? this is what that code is used for. after you do the hard reset it will ask for the factory code its 12345. Warning if you do this reset your phone will be put back to factory and any user info you put in will be wiped out. Here is Nokias weblink to explain it more.
