My PS2 slim cannot start or boot up, when I plugged it in the red light turns on and as I press the power button it turns to green but does not boot up, even the fan or lens does not move or operate.

how old is your PS2? the power button might be starting to go if its anything older then 3-5 yrs, when did you buy it and how often do you use it?

are you holding the button when you press it? if yes then thats the problem, it only needs a single press, otherwise it just turns itself off again after 1 second of holding it
I have seen this a couple of times. Lightning or an overload has burned up the motherboard. Its not a fuse, its a fried Emotion Engine processor. Best advice on dead motherboard is to probably total it unless you can get a low price motherboard replacement. My cost on a new motherboard for slim is about $55. If you want it fixed, replace the motherboard. Really you may be able to get another Slim for $55 or less. If you look on ebay for another motherboard do not take any chances on used motherboards. Go for a broken slim model that will boot up but want read discs. When you get one that boots up, use its motherboard in your Slim. This will be your best deal at getting your slim up and running once more.
