Take out the battery to clear safeguard mode , if this does not work, the unit is defective and should be taken to service.
If the unit goes in safeguard mode, and the mode is not cleared by removing batteries then the camcorder has an internal fault.
Call JVC and claim that this is a factory defect, if you did not damage the camera by yourself, and JVC admits this is a factory defect, you may be entitled to free replacement. see :

Most likely this should have to do with the tape itself. The tape itself could be too tight. Also is this a JVC tape? another thing you want to remember is not to leave tapes in the camera when not in use this will cause damage to the heads in the long run. This error needs to be handle by a technician already to avoid futher damage on this device because sometimes it needs some part replacement on your device....
Please remove and reattach battery and hope this will resolve 03 error issue in your JVC camera.

I had the same problem but with just one tape. Everyone else said the tape was to slack. Mine was too tight. so i put some slack into it. It took me awhile to figure it out. compare it to other tapes and make sure they are the same.
