I've had a paperwhite for 2 years without any problems. As soon as the low battery comes on I plug it in to recharge. Don't plug it in for just a few minutes, anytime you think it's getting low. Best thing is to charge any of todays electronics is to fully charge it and wait until it says low battery to recharge. Then charge it fully and continue the same way. Batteries last longer that way. As to where to get it and how to replace. Check Kindle user info or contact the help desk.

Leave your Kindle on until the battery dies and then recharge it.
Failing that, contact Amazon - they replaced mine immediately and without quibble.
To restart your Kindle 3, you will need to have it recharged first. Then, disconnect it from the computer or charger and slide the ON/OFF switch to the ON position and keep it there for 15 seconds and then release it. Kindle will reboot.
The Kindle 3 also has a hardware reset button inside, but you will need to open it, in case you do not manage to make it work with the solution provided above.
