Ok I have called support and even taken my SansaE250 to the store where I bought it. Their's did not recognize the device either. I was advised to trade it in, but have lost the receipt so thats not possible.
The device shows connected and I can disconnect it under the safely remove hardware window, but it does not show up anwhere on my computer as far as Windows Media Player. It shows up under devices, but when I went to update them it didn't locate it. I have done firmware updates before as well as downloaded music to it before. It also does not work in the MTP mode. I thought I could possibly use an SD card to put music on the device but I had the refresh database problem. When I called cust service they told me to delete all the music so i did that(it wasn't refreshing) and so I have no music and am unable to add music.Am I out of luck?

I would check the phone and cable on another pc preferably one with vista or xp. It should detect it without having to install anything.
One of the annoying issues with 7 is drivers and devices not being recognized even with correct versions etc. If you find the phone and cable are ok try getting a newer version of the suite. They may have updated the driver so a newer version works. Not much of a fix for you but this is a common issue and a rather annoying one.
Is the modem detected on the computer? Go into the device manager by right clicking "My Computer" and click "Properties". Then click "Device Manager". Make sure there is an item named "Modems" listed. Click the + sign next to "Modems". Your modem model should be listed there.
If it isn't listed your computer has not recognized it. You will need to reload the driver for it.
If it is there, right click on the modem name and select "Properties". There should be a "Troubleshoot" button to aid in finding the problem.
Go to www.philips.com and download the hhdd1630/17b software and firmware updates. Install them and print off the instructions on what to do. This fixed my player and what a difference it made.................WOW
