If the brightness is dull even when connected to the mains, it maybe that your back lighting is faulty on the screen and you will need a qualified repairer, although it may be worth looking at a new notebook depending on the cost.

You should be able to adjust the screen brightness using the "FN" key and the keys that have a sun on them with a arrow up and down. Or you can right click on the desktop and change the screen's brightness in the display properties. And sometimes laptops are set up to automatically lower the brightness when the power properties are set to power saver...like when running on batteries only and no ac power connected.
on my toshiba, there dual function F-keys. on mine a little 'sun-looking' brightness icon is on F6 (brightness down) and F7 (brightness up). at the bottom left is a key labeled 'Fn'. you need to hold this down while tapping whichever F-key on your Acer is labeled with the 'brightness up' symbol. try it- it may work! good luck!
