First off parts source:

Next engine service manual:

Governor and controls is in section 4 page 34 (begin) though page 40 (end)

This should be what you need to correct the problem. Just make sure that one of the pieces of the carb had not fallen off of the throtle control.. (butterfly x 2) They are mounted with screws onto the throttle shaft and if one comes off.... all the adjustments on the governor have to be un-done....

Solid wire linkage from governor to carb throttle shaft. Spring link from user throttle plate to governor. Throttle cable connects to arm on throttle plate.

I need a diagram or schematic of the carb showing the throttle and choke linkages so I can set my linkage for choke and throttle

U need a service manual unless you know someone who knows what is what. Nest time you will take a picture in advance before you disassemble something.

If I cross reference the engine correctly it is a TEC HSK 850 so the follow service manual should be what you need.

I need the linkage diagram for a 20 hp briggs and statton model 407777-0167

Besides the service manual you can view parts diagrams at a dealer like www.arcolawn.com. You can purchase the service manual at a dealer and it will show you how to hook it up.
The throttle linkage hooks up to the throttle shaft closest to the engine. the governor spring attaches the governor arm to the throttle linkage.
The choke cable attaches to the shaft farthest from the engine. I hope this helps.
PS your engine has two factory service bulletins on it.
