I have a mac ibook G4 and my hard drive icon stopped showing up on the desktop. I have lots of data on the drive. There is also an older Phantom drive that still works. I have checked all the cables and when I plug the USB into the computer the hard drive's light blinks and makes sounds showing that it is aware it is plugged in to a computer. When I look at system profiler/USB, system profiler freezes, but only when the affected HD is plugged in.

Check hdd out on another mac ibook g4 or any mac then if it does same then you know I's the hdd not your mac but if hdd is accepted then you have big conflicts on your mac it will need reinstalling
then retest hdd if loads ok then all is fine

well there is a solution so first check the type of hard drive in your ibook and check if any of your friends have an ibook, if so replace hard drive with yours and you can extract your data if your hard drive is working.
From a powered-down state, press the power key and immediately hold down the shift key (safe boot) until the Mac boots all the way to the desktop. If this fixes the problem, you have some global or local system preference that is interfering with the operation of your machine. If this does not solve the problem, you may have a faulty hard drive. If you head the hard drive making periodic noises when the blue screen is present, it may be the system trying and failing to read a data block that it needs in order to proceed. In this case, your hard drive will need replacement.
Freezing is a HD problem. Do you hear clicking sometimes? Sometimes on boot up is there a foler with a questionmark in it? I would get your hard drive looked at, this is the reason disc utility fails. Your hard drive has a hiccup.
