There could be a couple of reasons why your saw won't cut.
The first thing I would check is to make sure you have your chain facing the right way.
The chisel edges should be facing forward, or in the direction the saw chain is rotating.
If this is not the problem, then I suspect the chain itself is dull.
how old is the polan 16 inch is it a solid body saw or does it have anti vibration handles, so your hands dont go numb after cutting for 15 minutes.reason i asked is: you can buy a brand new reconditioned homelite with anti vibration handle for 85.00&shiping. at the very least,your polan needs the recoil starter fixed and that does not address why the poulan got hot & started to smoke. For the problems you described , at least $100.00 labor plus parts to fix at a chain saw shop It might barely be worth it if you were a do it yourselfer and wanted to try to fix it. if you dont want to be a diy chain saw mechanic, sell your polan for parts for $20.00 on ebay and buy a new homelite 16 inch 38 cc with anti vibration handle ,so you can cut for 6 hours straight, if need be. You get a reconditioned saw that is ready to go and a 90 day warranty. or buy the saw brand new for $110.00 and free shipping@ amazon.com
If the saw is brand new, take it into a service dealer for a carb adjustment (covered under the warranty). This sounds like it is your issue and unfortunately, you cannot correct it yourself because it requires a special tool.

If the link is not your saw it can be found here. The IPL (exploded parts list) for your saw is the only detail for the oil system and it is sketchy at best. Oil components and part numbers are listed but may be on different illustrations.
