Yes, it is possible that the spring needs to be pre-tensioned. its also possible that something was put together a little out of alignment, or some part is too tight and its too hard for the spring to wind in the chord. try to reassemble the chainsaw with a couple more turns on the spring and see if that helps.

Disassemble and clean the carb. If it ran briefly with the starer fluid then gasoline is not coming through the carb.

make sure you can turn the blade by hand, make sure grass isn't stopping the blade after that make sure the break cable isn't bad, sometime's the cable don't disengage the break from the flywheel. Hope this works.

pull the spart plug out and see if you can pull it. Sometimes the carb will flood the engine to a point that they get hydrolic lock.If it does free up then I suggest cleaning the carburator before trying to start it again.If it does not free up the you have to pull the pump off the engine to help determine if its engine or pump thats the problem.
