Re: tv not getting ON
You have a short somewhere in your set.Either the power supply or the high voltage circuit.
The noise is the power supply telling you that it's over loaded.
You need to take it to the shop and get an estimate of repairs.

check for swolon capacitor in power supply or try to go in service mode and reset tv by pressing vol_ on tv and press recall button continious from remote tv will go to service mode then press vol_ on tv and ok from remote hold ok untill tv reset then unplug and turn on again.
this means your tv has a intermitent problem when the clour ic gets heated up it starts to give you green..so therefore you need to take your tv to a tech to have it repair by replacing the colour ic. good luck.
the old color wheel on models pre 06 have bearings. The new replacement dosn't. The noise you here is the bad bearing. Mine got so loud I couldn't take it anymore. Just replace and noise is gone! I did mine myself. Not that hard.
If turning up the audio amplifies the problem, it is in the initial stages of audio. It could very likely be outside the TV, try difference sources to troubleshoot your setup. If it hums on all inputs, the problem is before your audio switch and could be on the board with the AV jacks. Note all plasma tvs hum out of the back of the tv (ie power board, y-sus, z-sus board and panel all make a little hum noise)
