This sounds like a Blend Door problem. The problem is that the blend door in the plenum is stuck in the A/C position and will not reposition to allow heat.
There are two possible issues.

1: The Acuator has snapped off (plastic breaks)

2: The Blend Door is broken (plastic hinge broke)

There are related articles to fix both of these conditions

Heat goes in and out and the temp gauge goes up and down

Your temp sensor has nothing to do with your heater. The temp sensor needs coolant in order to work properly. So first check the coolant level because if it is low your heater will act the way you describe. Once the coolant gets low enough the heater will blow cold. Another possibility is the radiator cap. After the engine has warmed up it expands when it cools down it contracts. As it is contracting if the cap is weak air can be drawn into the system and cause air pockets to form and will cause the same problem

I have a 2002 chevy silverado 5.3L with a v8 engine. My heater is gone out in my truck it only blow cold air.

Check the coolant level first. Low coolant usually affects the heater first. Check you temp gauge and make sure its getting up to temp. Carefully feel both heater hoses where they go thru the fire wall. They should both be about the same. If one is noticably cooler than the other you have a restricton in the heater core and will need to replace it. On some air condition models there is a vacuum operated shut of valve to the heater when the a/c is in use. Your temp selector could be bad in the das or you could have a vacuum operated "shunt door that is not working.
These are pretty much listed in the corrrect order.

Temperature gauge fluctuates and the heater blows cold air

Definitely check your fluid level in your radiator. Top it off all the way. I've seen that happen multiple times on cars that were low on anti-freeze. If that doesn't work try replacing your thermostat. It's cheap and the easiest place to start if topping off the fluid doesn't get you fixed up.

Heater does not blow hot air, just cool air

You can put a higher temp thermostat and that should help, but it should at least have 170 degree air right now if it was working right. There are two other things you might check for, the diverter door make some sound when you switch from heat to cool and back, I can't tell you for sure if it is a manual, vacumn or electric but that would definitely cause it to blow cold air. There is also a valve which cuts off circulation to the heater core when your not using it. This valve will be in line with the heater hoses going to your heater core. I have seen some that were actually part of the heater core box. I feel pretty sure one of these will be your problem. Also if your car is low on coolant it would not heat properly. Hope this can help you!
