What is the model of this monitor? You need to find out the native resolution of this monitor, then set your PC video resolution to that numbers for best picture.

Is there any speaker sets near the monitor or electromagnetic devices near the monitor?

Generally the flicker is caused by some external devices.

Try reseating the input cables. If that doesn't work then you could try a new input cable. Updating your video card drivers might also do the trick.

after removing all the screws, i used a knife to remove the plastic casing surrounding the monitor. that exposed four screws that when removed, released the base from the monitor. it was just a matter of putting the casing back together. thanks

You can go to the Envision customer support website and look for the driver under the driver support section for you model monitor. The website is. www.envisiondisplay.com. You can also call the Envision customer support at this telephone number. !-888-838-6388. They should be able to help you with getting the correct driver to support your set-up. Here is a review of the monitor, it says it does have speakers, but not very good review, but most if not all speakers that are built in are not great. I hope this helped, Gym

The clipping sound is the internal safety switch that keep shutting down the monitor.
It means there is an internal problem on the main board (overvoltage, bad component , short).
Try unplugging power cord and leaving it unplugged two or three hours, this will reset ICs by draining power completely from circuits, it is called hard reset, it rarely works.
CRT monitors waste up to 15 times more energy than TFT screen, if your CRT starts giving troubles, then it is a good time for upgrading it to a new TFT.
