We're in a disastrous kitchen renovation, and it has become obvious that we ordered the wrong refrigerator. We ordered a GE Monogram bottom freezer with a door hinge on the right (ZICS360NRRH). Is it possible to alter this machine so that it the door opens the other way (I realize it would be expensive, if even possible)

You changed the main control board---is that the main mother board on the outside back wall of the refrigerator???? If not then the mother board may need changed. Part number WR55X10942. Just about every part of the refrigerator operation runs through that board. If you did change that already I would look for possibly a bad wiring connection to the dispenser system. There is usually wiring and plugs going through the hinge area of the door with the dispenser in it. some are at the top hinge some at the bottom depending on model number.
It is possible that the hinges of your freezer has moved and shifted the alignment. So first of all use a WD40 cleaner to spray into the hinges and the areas around it. Now move the hinges violently for some time and check if has lessened. If so repeat the spraying. See if here is dirt accumulated along the hinges if the door is not moving parallel just push the end up a little . You must be able to get the hinge to shut properly by this correction. shut off valve only turns off the hob rest of cooker is electric. valve is faulty or sticking. you need gas safe engineer to fix. valve is about £32 lid is £63 possible that shaft acuating the valve has come loose and not moveing the valve.sorry cant help further not a gas engineer.
I would try contacting a renovator or an electrician. Either one of these will have the tools to track down the wiring and will have the knowledge required to help you track down any needed parts.

Generally, doors can be swapped side to side. Look for some kind of plate where the hinges would be on the other side of the box from where you've got the door mounted now. It may be covered with a plastic piece. If you find it, you're in business. A small socket set is all it usually takes. Get help holding the door in position as you do the work. Doors are heavy.
