I have a zire m150 and dont have charger can I use a usb to charge and install drivers

Try a different data cable,
And last resort:
Give up on it.

while pressing the up button on the front, press the reset button on the back. if the Palm screen comes up allow it to reset, then plug it in to charge. I found this instruction for a "soft reset" online.
