I would tend to say if the unit is not holding a charge and the battery is connected correctly inside the phone, then the battery pack is bad. If the unit is heavily used and is a over a year old then it is possible the battery is bad. If the unit is newer, I would tend to lean with an issue with the base unit that would not be repairable.
This model number (AD 583) is now discontinued (see this link) and the manual is not available for download.
