I have a 13 year old GE TFX27PFS side by side fridge. I have 3 problems and I am not sure if they are related.
1. It always makes crushed ice no matter what button is pushed. I took the dispenser out and the plastic mechanism moves up and down freely.
2. The door open alarm always blinks. Does the door just need to adjusted?
3. The fridge is starting to leak water under the freezer side.

The crushed ice sounds like the solenoid in the back of the freezer may be frozen and moving the mechanism (rod) even though you can move it by hand. Take a hair dryer and heat the area where the ice bin rod fits into in order to thaw the solenoid out. You can take the whole thing apart and put a little petrolium jelly on the shaft to keep it from freezing and sticking again if you have the tools.
The door alarm may be the door out of adjustment... hold the light switch down and see if that stops the alarm, if it does you can always glue an extension piece on the switch in order to reach the door again vice adjusting the door. Some of these models were very close to being out of adjustment and a few years of wear on the hinges could do that. I've even seen someone glue an extension on the door so it would press the switch better on closing.
As for the water leaking, is it continuous leak or say every 12 hours you notice a little bit of water? Continuous leak is likely a solenoid valve letting water by, small leak every 12 hours or so usually means the defrost drain line is clogged and the defrost water is not making it to the holding pan but leaking out the freezer compartment instead.

Problems not related. The first is most likely the fan, or possibly water dripping on to the fan and freezing, but usually the noise comes from the fan struggling to run. The cube problem could be as simple as the ice dispenser being put back in wrong. There is a metal lever under the ice tray that switches between crushed and cubed. Make sure it is seated properly.
clean the coil behind the fridge or under the fridge (where ever they are) and make sure both fans are running, the one in the freezer and the one underneath freezer needs to be 0 degree F to start ice maker
empty out all of your ice
than wait for it to fill up a new tray and than it should be cubed if it doesnt change you might end up sticking with it because you will need to change the control panel behind the buttons your pressing
Yes, it could be the water filter. Also check to make sure the water is turned on and that any lines to the refrigerator aren't kinked or crushed somewhere. It's also possible that you will not be making any ice as well if your appliance has an ice maker
Make sure there is no obstructions from the time the ice leaves the chute until it drops into the glass. make sure the motor that moves ice and out to the area for the cup is stuck or seized up let us know thanks
