I have a sony KV-23V36 that the picture has started blinking on and off with sound for about 3 or 4 minutes during start up. After this blinking session the TV seems normal. The TV has never had any problems until now.

On Sony TV's they monitor the current drain on all three electron guns Red Green and Blue. Until all are somewhat equal it will keep the CRT blank. As the set ages it means that it might flash a few times until the cathodes are good and warmed up.
In this problem the TV will turn normal as of a few minutes. this could happen that the TV CRT socket Board will get heat and the cinnection socket will in contact to let the operation turn normal.

I have seen this flashing before, this could be an indication that the picture tube is weak, what happens is that if the white balance is off there is a circuit called akb it monitors the kathode of each gun and if they are not in balance it will attempt to balance it out. if it can't the picture will begin to flash, sometimes in some models the power light will blink 5 times. On some models the power light will only flash if the tv gives up trying to compinsate for white balance and shuts off compeletely. If you see the tv shutting off with 5 blinks then you know for sure it is time for a new set.
I would look for intermitent solder connections on the small horizonal driver transformer as well as other HV Componets.(HV Transformer etc.) Also solder up the Vetical output IC. These have been common causes of failures. I would not use the set until these have been checked and soldered. If you don't, a massive failure of the hoizonal circuit and powersupply will occur.

Please count light flashing again. Light flash time is "0.3 Sec" and there would be pause (light Off time) for "3 Sec". Start counting after pause to next pause.
Only 3 things bad Flyback transfomer,bad picture tube ,shorted hori output transistor. more then likely you have a bad picture tube,ive already throwed over 20 sets out due to bad tubes.

sound like problem with regulated parts block.....and can more helpfull if you count the blinking of the LED....sony have selft diagnostic at the LED Blinking.....
sounds like a bad picture tube. Picture and bright settings cranked up for a good pic? Test/rejuv with a crt tester and/or look at the Ik signal on the crt board. A good tube has 3 small pulses during blanking. The crt cathodes are checked with these pulses, pulses too low and the jungle IC will blank the drive. If the picture fades in and out I would check the filament ckt but that doesn't support the "blinks"
