Two possibilities:
First, if you haven't already, try turning on and off your phone - sometimes it can get stuck in a mode that would cause your problem, but restarting the phone may fix it.
Second, if that doesn't work, it's possible there is something temporarily wrong with your local cell phone tower that it is not transmitting calls or voicemails. You may wan to try your phone in a different geographic area and see if you have the same problem - if it's fixed when you move, you should contact your carrier to tell them about the outage at the local cell tower. (Although hopefully they already know.)
If none of that works, it's possible that some of the operating system software on your phone has been corrupted and you will need to do a hard-reset of your phone to restore defaults. (Warning though - this would erase the data on your phone so make sure to download any important files you have on it like photos if you want to keep them!)
Finally, it's also possible there is something physically wrong with the hardware (e.g. if a piece got loose or your dropped it), and you will have to bring the phone into your carrier to get it repaired or replaced.
