First, clear the waste tray of all hole punchings under the machine, and check the holes where the punchings feed from for any blockages. The worst thing is the clear plastic pages you use for covers, these can block up the holes. So you may need to pick them out of the holes using tweezers.
Then try again. If you have to punch clear covers, then try to do them with just a few pages on both sides so that the plastic sheet isn't the first thing the blades hit.
