The fan/heat sink on these models get plugged with dust very easily, use an air compressor or can of air to blow the dust out of the heat sink and fan. In extreme cases the thermal paste gets dried out and needs to be re-applied to properly cool the processor.

Iam using HP Desktop D530 when i open some programmes but processor fan runs so fast and loud 2 gb ram in my pc and hard disk is 20 gb how can i reduce noice of fan ?

To reduce the fan noise, open the PC Case and clean the fan. Also, proper ventilation keeps the system cool and the fan runs at lower speed.

Hope this helps!

All computer fans starts ok but trips with notice,

You may hear the case fans running. Remove PC cover and check CPU fan and replace, it may not be running at full speed.

5 bleeps flashing red light and failure to start????

5 beeps is a mainboard failure. More specifically a processer CPU chip problem. Take the cover off and make sure your Processor isn't loose.

The processor is underneath the fan. More importantly, this problem could be caused by the fan not working. Make sure your fan is always turning at a high speed. Not just barely turning or completely stopped

New sound card for HP d530 small form factor..

You just have to look for a "low-profile" PCI card. Creative makes one, Audigy SE SB0570LPVP

Search that for a vendor, or low-profile for other manufacturers.

Uncontrolled CPU fan speed

Make sure you have used the proper Fan connection on the motherboard and that you used all the pins in it. Usually it consists of 3 to 4 pins for CPU fans. Does your Fan have 3 pins? If not then it is not compatible for Fan Speeds. Also check your BIOS for Fan adjustments. Hope this helps.
